Creative Cloud applications, especially Photoshop, flicker or flash the screen repeatedly when dragging or opening an image.  This issue occurs because the computer has an older graphics card and cannot meet the minimum requirements for Photoshop.  It can however be resolved with a setting change.

Solution

For Windows:
  1. Enable the Older GPU Mode option through Photoshop in Edit > Preferences > Technology Previews > “Use Older GPU Mode (pre 2016)"
  2. Check if there's a GPU driver update available and update if so download and update it from the manufacturer (Dell Command, Nvidia, AMD, etc)

For Mac:
  1. Enable the Older GPU Mode option through Photoshop in Photoshop Menu > Settings > Technology Previews > "Use Older GPU Mode (pre 2016)" if it's available
  2. Check if there's any macOS updates that need to be applied.
